That's an animation. If you want guards with shotguns, get Armed Guards (unlocked through the Security branch of warden research)
Or get a mod through steam,
regular guards can get guns if they are ranked, they need to pass the "Tazer Certification" program to be ranked. I only rank guards depending on how they deal with prisoners. this was added in an update though
