I dont think a prisoner (NPC) is smart enough to do all this, its probably a player

regular guards can get guns if they are ranked, they need to pass the "Tazer Certification" program to be ranked. I only rank guards depending on how they deal with prisoners. this was added in an update though

yep, no need to call the riot police; you just need armed guards
