Mayor Calvin Heller is one of the main characters in the campaign storyline. He represents a "hard on crime" attitude and is quite militant in his approach towards prisoners.

He is concerned for a high standard of security in prisons and believes that punishment, as opposed to reform, is the best way to ensure prisoners do not re-offend. He has a harsh, 'no-nonsense' manner towards crime. Most of his personal views conflict with the more gentle views of Doctor Walter Hurst.


The Mayor will frequently call the player regarding certain matters that need to be tended to immediately. He will have no problem in reprimanding and disciplining the player with penalty fines if said matters are not adhered to.
