Padded cell is a padded cell that is required for a criminally Insane prisoners. Criminally insane prisoners without a padded cell will be moved to another facility to be taken care of.
In order to create a padded cell, you need to designate a normal cell area as a padded cell. Installing additional objects in this type of cell does not improve its grading.
